Democrat Moul files to challenge Fortenberry

LINCOLN, Neb. (AP) -- Former Lt. Gov. Maxine Moul filed papers Tuesday to challenge Republican Jeff Fortenberry in his bid for a second term representing Nebraska's 1st Congressional District.

The Democrat said she was running because of concern that Congress is not addressing the many issues facing Nebraska and the district.

"Congress must devote its time to solve the spiraling federal debt and the failure of the new Medicare drug prescription plan to provide critical medications to our senior citizens," she said. "Instead, the House is bogged down with partisan bickering and is wasting time on issues that get in the way of decisions important to our country."

Moul said she believed that voters want a change in Congress "and a return to ethical behavior by this nation's leaders."

"We need good, honest people to turn Congress around and make it the institution it is meant to be, and must be, in order to provide the leadership the people of this district and the nation deserve," Moul said. "I have a record of providing solutions and results for the 1st District and Nebraska."

She also cited concern about the rising cost of health care, education and the "No Child Left Behind" Act, bringing U.S. troops home safely from Iraq, national security and a sustainable Social Security program.

Moul, 58, was a newspaper publisher in Syracuse, Neb., when elected lieutenant governor in 1990. She served under then-Gov. Ben Nelson until 1993, when she left to become the state's economic development director.

She is a native of Oakland, Neb., and has lived in Lincoln since 1988.

Moul, a former Democratic national committeewoman, has been working in small town and rural development efforts since leaving state government. She helped form the Nebraska Community Foundation, which helps communities raise charitable contributions.

Democrats had already filed in the state's other two congressional races.

Jim Esch of Omaha running against Rep. Lee Terry in the 2nd District and Scott Kleeb of Dunning seeking the 3rd District seat being vacated by Republican Rep. Tom Osborne, who is running for governor.
