Flag etiquette

I have received some inquiries about U.S. flag etiquette on Memorial Day. According to the American Legion publication "Let's Be Right On Flag Etiquette," the U.S. flag shall be at half staff from sunrise until noon, then raised to the top of the pole. The only other time the flag is at half staff is when ordered by the president of the U.S. or the state governor. No other flag or banner shall fly higher on the same staff or pole than our U.S. flag.
