Environmental groups: Iowa DNR violates federal rules

DES MOINES, Iowa (AP) -- Environmental groups are asking the federal government to revoke the Iowa Department of Natural Resources' authority to issue factory farm operating permits.
The groups have sent a legal petition to the U.S. Environmental Protection Agency, saying the state agency has violated the Clean Water Act. They claim Iowa lacks proper oversight of confinement feeding operations, which can pollute waterways.
The Environmental Integrity Project, the Iowa Chapter of the Sierra Club and Iowa Citizens for Community Improvement submitted the petition. They say the EPA is obligated to reply to their concerns in writing.
