Union County could set Hyperion hearing date

ELK POINT, S.D. -- The Union County Board of Commissioners on Tuesday could set a date for a public hearing regarding the Hyperion Resources zoning application.
Union County Auditor Carol Klumper said today that the board is set to consider the item at 11:10 a.m. during their meeting.
The Texas company is asking the county to rezone 3,882 acres of ag land to a planned development district for its proposed $10 billion oil refinery. The refinery, if built, which would also generate some electricity for its own use, would process 400,000 barrels a day of Canadian crude oil.
Klumper said Commission Chairman Doyle Karpen set the time during the board's regular meeting to discuss the matter. She said the meeting could be moved to a larger room than the board's regular meeting room if a lot of people attend. Both opponents and proponents of the project have organized groups to advance their positions.
The board meets in the Union County Courthouse.
The county planning and zoning commission held its public hearing on Hyperion's application on Jan. 16 and sent it on to the Board of Commissioners that night with a 4-1 vote recommending approval.
South Dakota law requires the commissioners to hold their own public hearing before voting on the application. It does not mandate the hearing be held within any set time frame following the planning and zoning commission's hearing, however.
