New city engineer is Moville native

SIOUX CITY -- Public Works Director Chris Payer said Tuesday he has hired his replacement as city engineer, a native of Moville, Iowa.
Robert Scott Logan will start work with the city on Jan. 5, replacing Payer who was promoted to public works director in August. Until then, the city's engineering department is down one more engineer with the resignation of civil engineer Justin Vogel. That leaves just Payer and senior civil engineer David Carney as the only engineers in the department.
Vogel said he starts Monday as a project engineer for MSA Consulting Engineers, which will open a new office in Ankeny, Iowa. The firm specializes in providing engineering and planning services for small cities. Vogel has worked for the city since May 2003 and said he sees the move as a career opportunity.
Civil engineer Jeff Felts and senior civil engineer Larry Popoola resigned for other jobs.
"I am still looking to fill a senior civil engineer and two civil engineer positions," Payer said.
Logan has worked as a traffic engineer for Council Bluffs and Ames, Iowa; Wichita, Kan.; and Colorado Springs, Colo. He received a bachelor of science degree in construction engineering from Iowa State University in 1981, a bachelor of science degree in civil engineering from ISU in 1984 and a master of science degree in transportation engineering from ISU in 1986.
