City waives plan for riverfront convenience store

The owners of the Mlr Tym Marina, Bev's on the River and the Hilton Garden Inn won't have to build a convenience store nearby as called for in the original development agreement with the city.

The City Council Monday waived the proposal after city and state officials determined the store could not be constructed near the entrance to Chris Larsen Park at the Hamilton Boulevard exit. That means the minimum assessed valuation of the entire project will drop from $11.5 million to $10 million.

However, the value of the development probably is greater, Patty Heagel, the city's community development director, said. Originally, the development was to carry an $8 million minimum assessment. Heagel said the Millers went above and beyond what they were required to build, Heagel said.

"We tried to put the store in there," she said. "With the number of wells, collector wells and water lines in the area, it was really impossible to locate the store there." The store would have involved underground fuel storage tanks.

No other location along the Missouri Riverfront would work to meet Iowa Department of Natural resources requirements.

Mayor Mike Hobart asked why a filling station could operate on the north side of Interstate 29.

"It's far enough away" from the city's wells and water lines, Heagel answered. "We do a lot of water collecting along the river."

Midwest Franchise -- Iowa leases 25 acres along the river from the city. Brothers Larry and Roger Miller rebuilt the old city marina and expanded it, along with building the restaurant and hotel. In addition, the Millers added Jolly Roger's, a bar and grill located on the pier. Another area on the pier provides room for musical entertainment and other summer events.

Councilman Dave Ferris added, "It's been a great project."

" Larry previously owned several resturants that did include the one on 7th and Hamilton. He sold it awhile back and did not own it at the time of closing. "

" Now if we could only get the City of Sioux City or the Iowa Dept. of Hiways to facilitate having the Welcome Center restrooms open 24/7 when people are traveling, instead of having them open only 9:00 A.M.- 5:00 P.M. "
