Storm Lake school says it mislabeled English students

DES MOINES, Iowa (AP) - School officials in Storm Lake say they mislabeled 100 students as not being fluent in English during the last school year, including an honor student who was punished for refusing to take a fluency test.

Senior Lori Phanachone (FAN-a-cone) protested a three-day suspension and the temporary loss of National Honor Society membership in March because she refused to take a test she says was insulting.

School officials say Phanacone's case pushed them to speed up plans to work with students who were not born in the United States or live in a home where English is not the primary language.

An estimated 60 percent of Storm Lake's 2,000 students learn English as a second language. It's the most of any district in Iowa.
